Just a few things here, no country in the world follows Islamic law 100 percent. Not a single one, if you think that Africa the most ass backwards place in the world actually follows the teachings of Islam correctly then please come off the cloud you've been living on.
Just a little bit of history of how this whole apostasy thing started. When Muhammad was in Medina it was his army that did all the fighting, and his army was responsible for protecting Medina including all of her citizens whether they be Muslim, Jew or Christian. There were a lot of trouble makers from the Jewish clans who would pretend to accept Islam and leave, and then come back and leave, doing it as a joke.
They would try to convince the newly converted Muslims who were soldiers in the army to leave Islam. Since they were part of the army, they knew the battle tactics, and could tell the enemies where the Muslims are camping. Muhammad always had to be on alert from a Meccan attack. If the people who kept coming to and leaving Islam go side with the enemy than this is treason since they had an agreement with Muhammad that everyone no matter what you follow has the responsibility of protecting the city of Medina.
Also the Jews who kept trying to convince new Muslims to leave were trying to cause destabilization in the region, Muhammad couldn't afford to worry about outside attacks, and deal with issues in the city. A city he has sword to protect so to avoid this the rule was made that whoever does this will be put to death.
So what if there is no war and you're just converting? This is fine since the Quran says there is no compuilsion in religion but if you live in a Muslim country you're not allowed to propogate your faith. Do you think Sudan knows why the rule of apostasy was put in place? I don't think so. You can convert as a personal choice.
