But I don't feel like hosting anything, downloading is risky enough (or am I misunderstanding this?)

You won't be hosting anything. By the sound of though, you will have to download the index of .torrents, because that's how you'll be able to access the torrent downloads. So essentially, instead of going to TPB, browsing their site for a torrent, then downloading the torrent, you would (if I'm understanding this correctly) download all of the .torrent files stored on TPB and essentially run TPB locally, offline.
