-Brutes were settled on resource rich worlds to deter greedy Covenant
Can I just point out that this is actually a pretty good deterrent, especially when you've got species like the Kig-Yar who are renowned for piracy.
-Arbiter's Fleet:
---3 CCS-Class Battlecruisers
---2 CAS-Class Assault Carriers
---3 CPV-Class Heavy Destroyers
CCS-class - 5,850 ft long
CAS-class - 17,540 ft long (compared to Infinity which is 18,682 ft long)
CPV-class - 5,460 ft long
Thel's fleet isn't exactly on-par with Jul's which worries me, as Jul has (IIRC) 3 CAS-class vessels (including his flagship) and lots of smaller ships, such as CRS-class cruisers... It looks like Thel's pretty outmatched without help from the UNSC, good job on forcing the Sangheili into an equalised 'stalemate', Kilo 5...

That seems like the point. Kilo-5 ensures Thel would be reliant on the UNSC rather than the other way around. In terms of human interests, it seems to have worked well.
-
That's a good point. It doesn't seem like that was their original objective though... (I could be wrong, I've no read Glasslands in a while.)
-
It's more of a side effect. The main goal was to cripple all Elites in the post war setting.
-
Right, so the UNSC can better control the galaxy and, consequentially, interracial politics. Either way you look at it they were successful in their ultimate goal. Now the Arbiter is coming to them for support in peace delegations. I don't like it, but we don't have to like it. It makes sense, it's a very Forerunner thing to do, given what we know of them. ONI are basically the Builder caste.

If the visuals in the Terminals are anything to go by, Jul only has one Assault Carrier, a handful of detached Assault Carrier bows, multiple Light Cruisers, and a few Armored Cruisers.
-
i doubt the Aribter would take every ship under his command to the deal and leave his home planet with nobody there.

This is true.
