Pepper spray in and of itself is not deadly. Real panic attacks may put you in harm, but not the kind you say you have while you're suing someone. - Der

Because people was suing them while having the panic attacks right? No. Pepper spray can kill, it could stop people from breathing (It's job) and make you blind, it could literally ruin your life or cause the loss of your life. Like Tasers, not inherently deadly but have caused deaths in the past.
