It didn't have enough content to justify the price but the quality was excellent. It had the best Halo campaign after all.

No it didn't. Not even close. Halo CE - 3 all had campaigns 100 times better. Not to mention Bungie was so lazy that they decided to say "oh yeah also brutes came in after da elites left for some reason" so that they wouldn't have to code AI for Elites and could just copy and paste the Brute AI from Halo 3. If ODST had had Elites as enemies instead of Brutes it would be much better.

  • What doesn't make sense? They basically decided that there were Brutes in New Mombasa after the Assault Carrier left for the sole reason of not having to make an enemy AI for the Elites.

  •
not having to make an enemy AI for the Elites.
...They already had AI for the elites.

  • The AI would be different for them as enemies. They only had an ally AI. Lots of the animations and such that were present in previous games were not present in Halo 3 because Elites did not play a strong roll.

  •
They only had an ally AI.
I have very little experience with programming, but I'm pretty sure taking an allied AI and switching it to an enemy AI is not difficult whatsoever, and the fact that they chose not to do this was not a matter of laziness. If you shoot at your enemies, they'll turn against you. That alone is enough to prove there is basically an "On-Off" switch with AI.
Lots of the animations and such that were present in previous games were not present in Halo 3 because Elites did not play a strong roll.
Such as...?

  • The ally turned against you AI are different from actual enemy AI. Have you ever noticed that 2 marines turned against you are more dangerous then 5 Brutes? Their AI is much more potent. Animations like many of the Elites dodging moves, their 'berserking' mode, etc. Also, their lousy hunched over appearance would have to be corrected for ODST since Elite's are no longer playable and don't need to be like that anymore.
Animations like many of the Elites dodging moves, their 'berserking' mode, etc.
I really don't think these things were issues, either. A few minor animations are easy to add, and the basic program for the context of the move already exists.
Also, their lousy hunched over appearance would have to be corrected for ODST since Elite's are no longer playable and don't need to be like that anymore.
I doubt anyone would have cared. I see a really poor argument for the laziness accusations you're making. They had a year to make the game, they did an excellent job for the timeframe given, and sure as hell did not cut corners to rush out an unfinished project.

  • If Halo CE-3's campaigns didn't have the flood through a large part of them then they wouldn't be mindbogglingly tedious for the most part. I'll take just having Brutes over the flood any day of the week thank you very much.

  • The Flood was really good in Halo CE, with all of the 3 way battles that occurred, and the Flood's mechanics were solid.
