When they say becoming "legend," I never had the impression that they were referring to the actual player becoming "legend" within the real world. It wouldn't be a false promise because they are referring to the main character (who is an extension of you) becoming legend within the story of Destiny. As an example, many people can beat Halo on Legendary, so it's not that special to see someone who has (e.i., they aren't legend within the real world). But canonically, the Master Chief is a legend within the Halo universe. And because the main character will be ourselves in Destiny, "we" will become legend within the Destiny universe.

I agree that this is usually the case, but it feels different coming from them this time. They are constantly saying how customized and individual everything will be, from weapons to armor. And they want you to "bump into" other players all the time and instantly know what kind of player they are. On a theoretical level, Bungie wants to get AWAY from Master Chief and the unmasked hero syndrome. And without a central character, every single player has to be able to stand out, hence making them a legend.
