A.) Are you able to play other games of this quality?
B.) Is it using the correct graphics card? (Assuming you have more than 1,)
C.) Update your graphics card's drivers, or re install them.
Also out of curiosity, what OS are you using?

A: I can play skyrim just fine on high with 1650 resolution. About the same for BF3. Oblivion seems to be the only game that is doing this. B: To my knowledge I don't have an internal video card. If I do, I'm not sure how to switch it's display to my 6670 C: I've already updated my drivers recently Windows 8

Yes 4CPUs 3.2GHz

I honestly wouldn't know where to go from there. Oblivion has a terrible track record when it comes to working with multicore CPUs and such, but I've ran out of ideas.
