Can't see how Halo 3 would win this. It's my favorite game but there are a lot of bad maps.
Halo 3 bad maps:
Blackout (took good stuff out of lockout)
Cold Storage
Epitaph
Ghost Town
High Ground
Isolation
Orbital
Standoff
There are good ones too, obviously, and even more that are meh.

You seem to have issues with asymmetrical maps.

Standoff is almost symmetrical.
