What I mean by this is, can a species colonize almost all galaxies? Have power over every other life form?
Not necessarily the human race. It can be any intelligent life form.

As far as we know the universe is infinite or it could be finite but is still growing to a unknown size. So if its infinite then no and ifs its finite and growing then in a almost incalculable amount if time

I don't know that it's physically possible to exist long enough to do that. By the time you got around to colonization across the universe the universe itself will probably go kabloom.

Why would a species want all of the universe, its like saying you want all the money in the world, you cant possibly have it all, there would be a chap out there with a penny to his name, failure, it just would not work

Review [url=http://en.wikipedia.org/wiki/Fermi%27s_Paradox]Fermi's Paradox[/url]. As for the entire Universe, we don't yet know how large that is, but I suspect that the known size is already so great as to make such a feat require significantly more time than is currently estimated for us to reach heat death, even with currently unimaginable technology.

Galaxy? Possible Universe? lol, Good luck The Universe is too large to be fully in control. With a galaxy at least, there are way less planets /space to maintain control over, so whatever species attempted to assert full control would have a bit easier of a time. You would also need a large enough fleet / armed forces/ colony ships to start colonizing planets and control them.
