The point of ADS is to influence a gamers skill have him make smart decisions, be tactical stop running into the heat of battle you will die, be careful about your moves think on your feet. Taking out ADS is a mistake it encourages faster, more dimwitted, skilless gameplay.

I disagree, ADS tends to increase the luck factor, in my experience. Keep in mind, we may be using different games as a point of reference. In Halo, you get way more of an advantage from sticking to cover than Call of Duty, although this may have more to do with the penetration mechanic in CoD than the aiming mechanic. You are certainly incorrect about the lack of ADS promoting charging tactics, if you walk out into the open in Halo 3, for example, a good player will kill you for it. My main tactic in Black Ops 2 is to flank or charge with a silenced MSMC with quickdraw handle and I do quite well. It comes down more to level design and weapon design than anything else.

I'm not saying arena style shooters (Halo, Quake, etc) are better than games with ADS (ARMA, Red Orchestra, etc), as they are in fact both great styles of shooters in their own way. Arena shooters being more about reflexes and aim, and ADS shooters being more about, movement, positioning, and tactics. However, I think you run into problems when you try and combine the two. Games like CoD started as a more tactical shooter and turned into an Arena shooter, and I think it has become a poor combination of the two, as discussed in OP. If Destiny is going to be a combination of the two games, I think Bungie is going to have their work cut out for them, but in the meantime I think we can discuss ways in which it can succeed, or fail.

Maybe try and make hipfire slightly more effective but keep it in reason.
