So when did the moon get an atmosphere? That cape looked like it was wippin' in the wind.

Humanity did colonize it, it's possible there was terraforming involved. We've also seen the huge ruptures in the moon's surface; it may have released gases and caused other unmoonlike phenomena.

They also move like the lower gravity doesn't effect them at all so who knows

It would definitely be more odd if it wasn't moving. The tension in the fabric is enough to mantain motion if you start it off. Here's another example: if you flicked a spring on the moon, it would not stop wobbling for a very long time.

What has wind got to do with momentum? (Hint: Newton's first law of motion).

It was waving back and forth. That defies Newton's law. There would need to be an opposing force to keep moving it in conflicting directions. Take a physics class.
