It looks like he's butt hurt about the whole "Pay a fee to play games you don't own." Am I the only one who notices that it says it gives you the option to pay a fee and download the game, (meaning you don't need the disk anymore. Meaning, you can give it back to the friend.) or instead of paying the fee, you can just play the game without downloading?

It blocks out a market. The "fee" is the original price of the game. The point of buying a used game is to get a better deal on the game.
