Biggest sanbox/open-world environment to date?

Excluding MMOs and randomly generated worlds like Minecraft and Daggerfall, which game has the biggest sandbox to date? A lot of people seem to think Just Cause 2 with it's amazing 400 square miles but I need the FACTS... and that's why I'm asking this of you, flood.

  • Real life. The graphics are amazing and you could pretty much do anything you want, except that the guards in the game are real hard-asses and don't let you get away by bribing them if you've killed a busload of children by shooting an RPG at it from a speeding motorcycle.

      Far Cry 3 is tiny, but it's a great game considering the MP and the Map Editor and Co-Op all fit in with a still pretty great open-world campaign. San Andreas was pretty small, but it was so jammed with content that it felt completely massive. Skyrim is in the same boat as San Andreas. Other than that, can't really think of too many open-world games I've played.
