Yes, it just the the rules that they impose on themselves, the sort of isolationist policies they have with everyone else. They cearly don't like the Goa'uld, yet they refuse to get involved with them when they're stirring up a shitstorm. Along with that, they have a knack for making obvious statements hidden in fortune-cookie advice. Perhaps it's just that I'm only six seasons into SG1, but for a race that's supposed to be incredibly advanced, it seems like they have no idea of what they're doing and the only reason they weren't wiped out long ago was dumb luck.
