Do you really need that GPU? I don't think you'd need that unless you're doing something heavy like gaming.
Also, you're definitely going to have to replace some parts as they will most certainly spoil.

Like i said, i have no experience with low-cost computer parts. For gpu, i just think the lower the price, the lower the quality. Also, I'm having to future proof this computer as much as possible, even though future proof is impossible. Any suggestions?

Maybe look at an APU? They're way cheaper than a processor with a discrete GPU especially since your GPU is quite high end. As for futureproofing, I think it should be fine. I don't quite see why you MUST have 16gb RAM though.

You might not even need an APU, just a integrated Intel graphics card. The program you said you will be using does not look graphic-intensive at all.
