Definitely Batman.
He waits untill all the omnipotents kill each other, and there is only one person left. Then Batman comes in and destroys that one person.

Perhaps not, but he'd find a way to stop him before he does that

How would he stop the spectre from going back in time? The only people who would be able to stop him are people who are both extremely powerful (most likely omnipotent) AND omniscient, so they know that the Spectre is doing so. Basically this battle will just end up with a bunch of Gods fighting at the dawn of time which would probably end up with time and space being destroyed.

Ataru's GF/wife, Lum, is an alien oni with access to extremely advanced technology. If the universe was about to be destroyed, Ataru would use this technology to enter subspace, then use a time machine to go to when all the gods are fighting and defeat them all

Because she totally knows that a bunch of omnipotent Gods are duking it out to the death. And if she did, you really think she can stand up to them? The presence would literally remove her from existence with a thought while she's travelling through time.

Lum also has mirrors that show what is happening in a specific place. Also she would make loads of clones of Ataru and send them to where the battle is. Also, Lum could flee to a alternate universe while the Ataru army destroys everything

Ataru can't be destroyed apparently. I'm pretty sure a bunch of omnipotent Gods, people who can think people out of existence, would like a word. And I doubt this ataru has the time to manage to kill an immortal either.

Hmm, I'm trying to remember if he has defeated immortals before... I can't recall, but its Ataru's insane abilities, I'm convinced he's immortal himself. Plus Lum has the capability to create millions of him at once.

Superman Prime can literally do whatever the -blam!- he wants, as well as every other God which would be battling at the dawn of time. Your Ataru wouldn't stand a chance.

This is when some other of Atarus friends come in. Sakura the priestess and Sakuranbo the monk shield Ataru with Buddhas holy power, protecting him from the gods. In fact they shield the army of Atarus as they charge towards the gods.

Also Lum could be shielded with Buddhas holy power and create millions and billions of Atarus to eventually overcome the omnipotence and defeat them all. Then they go after batman who was waiting for it to finish.

Billions, trillions, Quadrillion, Quintilians. It doesn't matter. Buddha is nothing, a weakling when compared to the actual Gods. Overcome them? Superman prime would literally just set them all on fire when looking at them. The presence could just send them all thousands of years forward in time and destroy the machine with but a thought.

Also the Atarus could all just jump into gaps in subspace and the ambush the gods and using their insane strength and endurance they build up with determination they could tear them to pieces.

Well, there is a character from the Urusei Yatsura universe who could help with that Mujaki, an immortal demon who since the dawn of time, has made people's dreams come true. Through bartering, Ataru could have Mujaki place the entire brawl in Atarus dream, where Ataru becomes the most powerful omnipotent to ever exist.

Lady of Pain kills all omnipotents, then goes about her business. Batman steps in, is never seen nor heard from ever again.
