Screen tearing on desktop
I just bought a pretty cheap budget graphics card a few days ago (Radeon HD 6450) and have been using it on a 1920x1080 60Hz monitor. For some reason when I drag windows sometimes it causes a a line across my screen while I'm moving it. Is the card not apt to run at this resolution or am I doing something wrong?
My drivers are up to date.

I think it's your monitor's problem, for I have a R6450 and a 1920x1080 screen as well and I have no screen tearing problems.

I'm no expert, but Slenderman causes screen tearing. Beyond potentially dealing with that, you could try messing with the resolution until it stops. Good luck!
