I was able to get a bunch of the campaign scoring achievements by playing on heroic with Fog and Tough luck turned on. There were a couple missions that I wasn't able to reach 15,000 points... so I turned famine on also. but Fog and Tough luck are the easiest of the two skulls imo, I can play through with them on, with few problems.
