It means that you, me, every member here has their own toolbelt that not only impacts your own Experience (by hiding or muting) but when members use the list of "seriousbad offenses" to hide/mute either content (hide) or a member (mute) that reporting of seriousbad stuff goes to the top of the list (with serious, but non-ninja-applied consequences). The ninja no longer look and have to use a personal sliding scale of "how bad was little Stanley here?" to assign bans. It's not our job and out of our hands. We're back to being more like "actual members of the community" than its policemen or custodial staff.
