OK, if you're going to reverse your position this week, I suppose I'll do the same.
Recon armor is not part of the game. It is part of the community experience; similar to the Bungie.net logo behind your screen name in the lobby; or the Linktacular Achievement. The Linktacular Achievement, which has not drawn ire, nor similar community based Achievements in other video games have been implemented without incident.
Bungie's recon armor is something that Bungie can give out. Not as a form of currency, but rather as a sort of spotlight. Bungie can add your screen name to the recon list and it can take your name off the recon list. The recon armor is a game visual that has no impact on the game besides increasing interest and enjoyment of the game. This is similar to turning the IWHBYD Skull, which changes the audio in the game, but affects the game in no other way, such as performance or scoring.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
