Bungie made halo 1,2, and 3. They think they diserve a reward for that. if u made somthing that big would you want to have somthing special for you and no 1 else. Theyre reward is recon armour. but halo 3 recon the game says recon because they are going to go get someone recon like gohst recon recon recon recon recon [Edited on 10.19.2008 3:57 PM PDT]
