I will explain how the maps get damaged.
The original xbox has DLC copy protection where if it isnt signed for the console, it wont work. It didn't matter that much as the failure rate was much lower, and the HDD was inside the console as well. The only way to attempt to pirate without modding was to copy the files to a memory card, and it would appear "damaged" if it wasn't for that console. Even then modders could beat that by resigining the files.
When you send in your 360 in to a service center, they swap your console with a working one. Since the 360 HDD is being moved, and since the liscense transfer doesn't apply to xbox 1 dlc and save games, you lose many of your save files and all of your title updates and DLC. They will appear damaged to the games, but not to the Dashboard.
Because there is no way to redownload, if it messes up you can't play.
