I saw that while playing on that map a few years ago. I thought nothing of it, as Lost Platoon still spawned the Campaign Ghosts if you Warthog jump out of the map. And since you don't do anything with it in Campaign, I figured it was aesthetic. I could be wrong though.

My guess is that the charge just is arming. There is a possibility I am wrong, knowing Bungie and their Easter Eggs.

If there's a death barrier, we may never know. Chances are highly likely but then again, Crow's Nest elevator didn't have a death barrier and 4 players managed to get down to the bottom by deploying equipment. Also, The Ark didn't have a death barrier either when players got down standing on an Auto-Turret.

In Cannon that whole elevator shafts were filled with charges to blow it all sky high. Bungie loves adding Cannon into games.
