Or does Recon just look weird on an ODST
And it also gives me a Halo 2 gameplay feel

Eh, it's probably the lack of the shoulder & body armour that's making the Recon ODST soldier look funny. Either way, this character's inclusion is still a noteworthy addition, giving that Halo 3: ODST was originally named Halo 3: Recon.
