Text chat and voice chat not able to turn on

I keep having a problem where my option to turn on text and voice chat will not go to the on position but instead will keep flicking itself off. Not sure if this is a bug, a shadow ban or something else.

I read they have turned some stuff off to help stabilise the servers,not sure what they've turned off but this might be the issue.
