The title is self-explanatory, as you can see in the picture, the vanguard playlist is grayed out meaning I can't get past guardian rank 4. What kind of issue is even that? I skipped the New Light very first tutorial, but I do have the quests from Zavala, Drifter, Shaxx that ask me to take part in their respective activities which you get after reaching guardian rank 4.
