Do you think the sword energy rework was a nerf, or a buff?

Neither, just different

The sword energy changes have been out for quite a while now, and I don't ever see anyone using a sword that isn't Bequest or has eager edge. Blatantly the changes haven't done what they set out to but I was wondering what others thought of the idea of bringing back the old guard energy system. I am all in favour of the buffs made to guard resilience (removing charge decay on taking damage) and the increase guard damage resistance, but I think the old guard energy system worked better. Mainly, it allowed for blocking immediately after a heavy attack so that swords can stay safe at close range. Right now, if you don't have a Well, it is light attacks only if you want to survive. Also, perks like infinite guard and felt more impactful in the old system as energy could regenerate in the brief moment of unblocking with the sword and before, you could choose a heavy attack that didn't consume as much ammo which was quite helpful on vortex frames. As it stands right now, it feels like sword guarding is discouraged (especially on worldline zero which requires full charge still) and so is doing heavy attacks. There doesn't seem to be a non-movement niche for swords and maybe reverting the energy changes could change that.
