Game share is a platform feature as such Player Support from Bungie cannot assist in troubleshooting. You would want to reach out to your platform's support team for help in identifying and correcting the problem.

Okay thanks but all I wanted to know is if what's happening is intended by bungie. Not wanting to know a fix but just a clarification, if i'm expected to buy expansions for every account on a console

Bungie has no control over console features. I can say from my personal experience, I am able to game share on my series x with my sons without issue.
