I mean they haven't made me care about Neomuna so it won't matter when Xivu Arath turns it into the Blood Swamp. I do not know why they chose to make all the Neomuni digital and avoid casualties, but from a narrative standpoint without it the Shadow Legion are just oversized pandas knocking over tea pots. Like, yes, it's annoying, but they're not the big bad. ODST that shared the similar theme of alien occupation (plus the brutes are low key the inspiration for the Cabal) we have environmental story telling, audio logs of brutes butchering civilians, and we literally see them killing survivors which all screams at the player: these guys are evil. These guys are dangerous. Without any casualties, what are the Shadow Legion actually doing throughout the city? Oh no, maybe they'll break the vending machines?!
