Flickering reflections on recent NVIDIA GPUs (accessibility/photosensitivity issue)
On newer NVIDIA GPUs (30XX series and 40XX series), many reflective surfaces like water and glass gain a glitchy flickering effect. It feels quite intense and could potentially be seizure-inducing for photosensitive folks. Here are a couple of examples:

My personal setup is an RTX 4090 and the 536.23 driver, but this has been reported on many other systems as well. For instance:

This is a Destiny-specific issue and doesn't occur in other games.
According to some comments, downgrading to the 512.95 NVIDIA driver can fix the issue on 30XX series GPUs, but this isn't an option on the 40XX series as the driver doesn't support these GPUs.
Also according to NVIDIA, this is an issue on Destiny's end and the devs were notified about this for a while ago (in January 2023): https://forums.guru3d.com/threads/nvidia-geforce-528-02-whql-driver-download-discussion.446173/page-4
This got an (apparently temporary) fix with one of the latest updates:
"We have identified and temporarily turned off a performance optimization that caused visual flickering for some transparent objects on NVIDIA 3000/4000 series cards. While we investigate a permanent fix for all players, we anticipate minimal impact on overall performance."
