Although Wish-Ender should be damaging three times on an enemy, while running a Heist I noticed that Wish-Ender only was damaging once per arrow. Please see video for reference, I ran it the whole heist, and could still over-penetrate targets, but only hit an enemy once per arrow, no matter where the arrow hit them. I tested this in open world, and yielded the same results.
