The in-game PGCR may be cleared, but it should still show in your gameplay activity here on Bungie.net. You can use the same report system from your gameplay history to report a player that was in the activity with you.

It is showing in my Bungie.net activity, thankfully, but I don't think I can do much else. The issue I do have is while I want to make sure that whoever is doing the lag-switching gets what's coming, I don't want to lead the mod team down any false trails.

You should only report someone if you are sure they're reportable. If you are unsure, then I wouldn't suggest submitting a report.
