Make sure Windows Power Plan (yes, even for desktop PCs sometimes it has to be set manually) is set to highest performance.
What Nvidia driver version are you using?
Do you have Citrix software installed?

power plan is set to high performance, i dont have anything citrix related and my driver version is 516.59 This is the only game i have this problem on, i literally play hundreds of games including the most recent AAA titles and never have any problems like this

Tried using older Nvidia driver, that is 512.95. Latest Nvidia drivers do not work well with Destiny 2.
