Hello. From a quick Google search, one user had resolved this issue by going into task manager and closing all network related apps.

  • Thank you! Since you said so. I figured I haven't done the clean boot right. I only disabled the non Microsoft services. Totally forgot about starting apps on task managers. Found out that the bandwidth monitoring app is blocking it some how. The software is NetWorx by SoftPerfect.
