Change flinch on Arbalest and it’s fine(the flinch thing is all linear fusions though).

I’ve shot someone in the head twice with a True Prophecy with Explosive Payload and they still domed me. It’s also not a one-time thing. It’s consistent

Yeah you have to play really and I mean REALLY passive when someone uses it. I usually just try to bate shots and get back in cover quickly.
