Unfortunately merciless is still broke. Considering its the guns exotic perk its shocking that it still hasn't been fixed yet. IMO exotic fixes should be prioritised since it one of the main appeals of the game. The fact that bungie still hasn't fixed this is greatly disappointing. Any updates from bungie on this would be appreciated considering how long its been broken.
