The Destiny 1 to Destiny 2 character veterancy import required that you import your characters from the Destiny 1 on Xbox 360 to the Destony 1 on the Xbox One first, and that import was a one-time exchange that happened several years ago. It is now too late for that, and subsequently, too late for you to enable Cross-Save in order to use those characters on a platform other than Xbox.
