The order doesn't matter. Cross-save takes care of your characters, their gear and stats, whereas the migration is just moving PC stuff (content entitlements) from Battle.net to Steam.
If you set your PS4 as your cross-save account, then those characters (and their gear etc) will be used to play on PC account.
What content you own on a particular platform determines what you can access etc, not the origin of the cross-save characters.
Since you own all content on both platforms, you just link and migrate (or migrate and link) and you're good to go.

If I might ask what I believe is the base question here. Will the B.net version of D2 also have cross save support? So that I can play on my say Xbox characters on B.net until the B.net servers shut down and we have to wait for shadowkeep.

You'll be able to enable cross-save on Aug 21 and it's supported on Battle.net during the transition to Steam.

Soooooo....How exactly do i set a account to be transferred and actually go about transferring the character. Im assuming that i will go on steam download a free version of destiny and some kind of setting through bungie will let me drag my ps4 characters over? Also will this your purchased dlc also count for like pre ordering shadowkeep? To be safe i suppose i can just pre order it or purchase it on steam later on and see if it lets me do anything on ps4 but id like some information on that at least,

What about stuff I already have? like weapons from the season pass in my vault and inventory on PC and i decide i wanna go do strikes with a friend over on Xbox. Am i able to equip those weapons and armor pieces i have obtained on the other platform but do not have the pass on Xbox?

If you use your PC as the cross-save account, all your gear earned on PC will be with you and usable on Xbox.

No. The things you have purchased from your PC or Console stores will remain on the platforms where you bought them. These includes games or balances of Silver. Cross Save enables you to access the Guardians and Collections on one Active Account from wherever you play. The things that you acquire for your characters in the game are what move with you from one platform to another... So this would mean that i need to buy everything on pc to access it or would i have to just download base game and i could do everything that character i transferred has acess to then just buy shadowkeep on pc?
