Exactly this. I was never aiming for higher boss damage, just give the outlaw some crowd control perks like my mentioned combustion. Heck, even penetrating rounds or rounds that penetrate and ricochet would make this super so much more useful and still be fun as hell. It's just that for every aspect of QotO in PvE, there is a super that does that thing better, which is basically the definition of imbaöance.
