Haven't played with new Voidwalker yet, but it has a charge time and limited range.
Shoulder charge requires getting point blank.
Instant activation OHK with unlimited range? That would be really broken.

Charge time? It instantly activates and can be held long before you get into combat. And it can be released if you dont need it without consuming the charge if you know how.
