I had an idea similar to this, but it was a little more simplified than adding a fourth slot. It goes as follows:
Slot 1: This slot would be devoted to Primaries.
Slot 2: This slot would be devoted to Secondaries.
Slot 3: This slot would be devoted to Heavy weapons.
A bit more simple and I think it would play really well.

Confining the Kinetic and Energy slots not only reduce player choice, they fundamentally change how players interact with elemental burns, shields, and supers. The last thing anyone wants is removing another gameplay feature for the sake of simplicity. I only come from the standpoint of if they are going to experiment on something like that I want the systems to be fun and functioning first rather than taking a system not a lot of people like, potentially breaking it further, getting the community upset with you for the millionth time, and then having to go back to the system no one really likes only to try and fix it again. Look I am the first the champion the flag of more choice and options, but it has to be done on a foundation of sturdy concrete, not on a foundation of upright toothpicks. We had systems that were tried and test to be successful in D1, bring those systems back online in D2 first and then experiment with a fourth slot devoted to Elemental Primaries and see if it goes well with the community.
