Bungie, if we can't have random rolls, at least give us something like this...
If we're not going to get random rolls, we should still have a reason to investigate the duplicate weapons we get. Remember when Luke Smith said you were working on ways to make our 2nd, 3rd and 10th better devils interesting? Some people think that Masterworks was supposed to be that solution, they're cool, but they're not really a solution, they're more of a band-aid. Well here are a couple of thoughts on what could be done.
[b]Environmental/Evolving Perks[/b]
Picture a weapon that drops with a random perk of 10% Damage vs. Fallen or Hive or something. Or armor that drops with 10% Damage Resistance vs Arc, Solar, Void, or on a specific planet.
Take those perks and make them evolve over time. Starts at maybe 5% damage, then 10%, then maybe it gains an additional benefit the more enemies you kill. For example... "10% Damage vs Hive + Penetrate Knights Shields" would be a few steps evolved perk from "5% Damage vs Hive".
I think this would work well in PvE, enhancing our ability to fight certain enemies without really breaking things too much and doesn't effect PvP at all.
There could be PvP rolls for this kind of thing too, but I'm not sure what kind of benefit you could have without sacrificing balance (although balance probably needs to be broken a bit anyway).
[b]Random Perk Slot[/b]
This idea keeps the weapons static roll, but with the bonus of 1 random perk slot. This perk is taken from a pool of perks based on what the weapon already has (if you have outlaw or some other reload enhancing perk, you can't roll another). Having a curated list of perks would help keep dominant/god weapons out of the mix and make this perk more a preference playstyle choice. Say a weapon could roll Firefly or Outlaw or Luck in the Chamber among other perks (based on what the weapon already has in the static roll), they're all good perks, but not everyone is going to choose the same one, i might choose firefly, another might choose luck in the chamber. But neither of them make the weapon better than the other, it's objectively better to someone based on their style or preference.
In addition, another idea to expand on this would be to have to unlock this single perk, but not take a super long time, just a short clear goal (like kill 50-100 hive or something). This would give players an excuse to maybe use guns they normally wouldn't consider based on the perk that rolled and to use it just long enough to get a feel for it. This would give a bit more exploration and experimentation between weapons.
I'd like random rolls back, but I'm not holding my breath, and I think these would be good alternatives to that. If you have better ideas on how we can make loot interesting again, I'd love to hear them.
