I haven't used these two together but the other perk of filling the energy weapon MAG doesn't work either. It did when I first got it but nit I can get 30 kills with it and no ammo for the energy weapon. Looks like D2 is just another failed perk festival like D1 was.

Getting the same issue, Sturm kills are not filling Drang's mag.
