I was having the same problem. Leave out your phone number and uncheck the box to have text messages sent. Then go in after and add your cell number then submit receipts. This is what worked for me.

I was able to login in and make an account but now that screen keeps coming up and not typing in my number in not letting me pass :/

I actually haven't gotten them yet but it shows the verification is pending on my Kellogs account.
