That was badly worded. The DoJ's leading expert on racial profiling concluded that Arpaio's department was "the most egregious racial profiling [case] in the United States that he has ever personally seen in the course of his work, observed in litigation, or reviewed in professional literature." That's not including the incredibly racist environment and practices in the prisons he ran.
