What is the point of special weapons?

Bungie has said that special weapons are supposed to be used in specific situations, snipers for people who are far away, shotguns when someone is in your face, and fusions ... honestly I can't remember what fusions are supposed to be good at. The glaring flaw with the concept of specials is that since they are very good at one thing then it is easier for a player of any skill level to adopt the play style of the special weapons. For example in the last meta it was easier to play aggressively with shotguns then it was to play aggressively with other weapons. So why is this? I think the answer is pretty simple. Shotguns where great because the aggressive primaries, auto rifles are a as useful as a flaming trash. Instead of your primary dictating how you play your special ammo does. Bungie had done the hilariously inept thing of just removing special ammo. They should have either made primaries more versatile so they could be used in most situations like the name primary implies. Or they could tailor certain primaries to certain play styles. For example autos should be aggressive in close range. The flaw with this that if they are too tailored they become unusable as primary weapons because you can't use them in the majority of engagements. Scouts are a good example of this because of the poor map design. This is just what I think the problem could be.
