Whatever you see in development isn't guaranteed to be in the game or be available to the public.
In fact, there's usually tons of stuff in development that gets cut or made unavailable to players by normal means.
Best examples are games like Fallout or The Elder Scrolls, there's amazing cut content there.

That's true, but the same gun models were used in game. https://i.ytimg.com/vi/o2sFzcnXohI/maxresdefault.jpg If you zoom in, you can see that the gun on the Remnant's arm is the same as the one in the concept design.

I thought they're fitting, and I chose them because I have experience with them and their content (and how to access the "cut but left in" stuff). But literally every game has cut content. It's a normal part of development process. :-)
