So while many seem to claim the "vetoing" power of the Monarch is mainly ceremonial the quote above proves they do at times refused to sign certain bills from becoming law.
I cannot imagine what Parliament would do with the power to declare war without the Monarchs input. Although in Modern times no bill has been refused but its nice to know they do reject bills from time to time.

My guess is, given what happened with Iraq, she still wants the power to stop an unnecessary war. Unnecessary for the country, at least. Not quite as unnecessary for Iraqis wanting to be rid of Hussein.
