It's the fact that they only come from vanguard packages. I rarely rank up vanguard. Probably once since the April update dropped, whereas I've ranked up crucible around 25 times.
They should drop from engrams!

I love this idea, but it'll never happen. By only making them available in rank up packages, they keep players grinding for more rep. I just wish those rank up packages didn't have stuff I can buy off the wall or get from engrams. For instance, I got a 1k Stare on my last package with the absolute worst perks. But I'll keep grinding because I want a good Devil You Know (I'll probably get some awful spektar gear or a down and doubt HC instead lol)
