I think the only reason that the hunter's and titans are getting new armour is because that armour was already sort of obtainable if someone got extremely lucky. So in reality that new armour isn't really new it is just a whole lot easier to obtain.

They are going to mlake you pay for them in the next DLC.

There's very little new gear at all to be honest. Most of the blues were modified from the vanilla blues or year 1 legendaries as a whole

I think it's because both hunters and Titans only have one chest piece each. Not sure about the other parts of armor tho.
